Whisk together flour, baking powder, and salt in a medium bowl. Set aside.
Combine chocolate and butter in a small, microwave-safe bowl. Microwave in 20-second intervals, stirring until almost melted. Add espresso powder and stir until completely melted and smooth.
Whisk eggs, granulated sugar, brown sugar, and vanilla extract in a large bowl, smashing any brown sugar lumps. Whisk in the chocolate mixture.
Whisk in the flour mixture until combined. Cover and chill the dough for at least 2 hours, or until firm enough to roll.
Preheat oven to 350°F (175°C) and position two racks in the center. Line two baking sheets with parchment paper.
Place confectioners' sugar in a small bowl. Roll chilled dough into 1½-inch balls.
Roll each ball in confectioners' sugar.
Arrange 12 balls evenly on each baking sheet. Place remaining dough back in the refrigerator.
Bake for 9 to 12 minutes, rotating pans midway through, until puffy and almost dry between cracks.
Cool cookies on pans for a few minutes, then transfer to a rack to cool completely.
Repeat with remaining cookie dough.
